California Early Start effective October 1, 2009, will no longer serve children 0-3 who are high risk or at-risk.
The Department of Developmental Services has been charged to implement a Prevention Program for this population that is not covered by Early Start or the Lanterman Act. The referral process is the same however for both programs. Children 0-3 can be assessed by the Regional Center and a determination made based on eligibility for Early Start or Prevention.
The Prevention Program offers families assessments, case management, monitoring and referrals to generic services in the community at all 21 Regional Centers. It is budgeted for $27.9 million for a 9 month time period.
